Chad Billingsley vs. Cincinnati Reds (at Great American Ballpark) career stats at Great American Ballpark,  3 starts, 1-2, 16.1 IP, 18 H, 6-ER, 13-Ks/11-BBs, 3.31 ERA

and Washington Nationals (at Nationals Park) career at Nationals Park, 1 start, 0-0, 6-IP, 1-H, 3-ER, 9Ks/4BBs, 4.50 ERA.

Based on those stats alone and factoring in their opponents, I'm more inclined to go with Billingsley….
